實(shí)行公務(wù)員平時(shí)考核的調(diào)研報(bào)告
一、主要做法如何調(diào)動(dòng)機(jī)關(guān)公務(wù)員積極性，將繁瑣、重復(fù)的機(jī)關(guān)事務(wù)如實(shí)記錄；如何提高平時(shí)記錄的主動(dòng)性和真實(shí)性，解決好這兩個(gè)問題，是開展平時(shí)考核的基礎(chǔ)。按照客觀公正、注重實(shí)績(jī)、簡(jiǎn)便易行的原則，省外辦采取自我考核與領(lǐng)導(dǎo)評(píng)價(jià)相結(jié)合、定性與定量相結(jié)合等方法，細(xì)化考核內(nèi)容、規(guī)范考核方法、強(qiáng)化結(jié)果運(yùn)用，逐漸摸索出一套符合外事工作實(shí)際的平時(shí)考核辦法。
赴外省學(xué)習(xí)考察情況調(diào)研報(bào)告
(一)城市建設(shè)氣魄之大令人贊嘆。昆山之行，我們深深地為其城市建設(shè)的大手筆、寬視野、科學(xué)性、前瞻性所吸引，為其建筑包羅萬象、風(fēng)格迥異、彰顯特色、相互匹配所折服，為其堅(jiān)持規(guī)劃優(yōu)先、高點(diǎn)定位、多措并舉推進(jìn)城市建設(shè)所震撼，與其說昆山是一座現(xiàn)代化都市，不如說是我國(guó)對(duì)外開放的一張名片。比如，在城市規(guī)劃建設(shè)方面，昆山市敢于跳出昆山做規(guī)劃，置身于長(zhǎng)三角、全國(guó)乃至世界范圍來定位，圍繞“大城市、現(xiàn)代化、可持續(xù)”的總體要求，通過聘請(qǐng)國(guó)內(nèi)知名設(shè)計(jì)公司甚至美國(guó)易道等國(guó)際大公司，對(duì)城市的總體發(fā)展規(guī)劃、各片區(qū)詳細(xì)規(guī)劃及各專項(xiàng)規(guī)劃，統(tǒng)盤考慮，一次成型，嚴(yán)格實(shí)施，確保了規(guī)劃的先進(jìn)性、指導(dǎo)性與嚴(yán)肅性。同時(shí)，按照“年年出精品、處處有亮點(diǎn)”的要求，每年都實(shí)施一批道路、橋梁等基礎(chǔ)設(shè)施項(xiàng)目，以及體育場(chǎng)館、文化廣場(chǎng)、藝術(shù)中心等功能性項(xiàng)目，逐步建成了集健身、休、文化、展覽、商業(yè)等多種功能于一體的市民文化廣場(chǎng)，占地1.2萬平米、全國(guó)縣級(jí)市最先進(jìn)的公共圖書館之一的昆山圖書館，占地1.6萬平米、集中展示昆山經(jīng)濟(jì)社會(huì)發(fā)展成果的昆山科博館，總面積50平方公里、現(xiàn)已位居中國(guó)10大最佳服務(wù)外包園區(qū)之一的花橋國(guó)際商務(wù)城特色建筑群等諸多城市亮點(diǎn)，目前全市城市化率已達(dá)到74%。在城市管理經(jīng)營(yíng)方面，昆山市堅(jiān)持以“民生城管”的昆山城管品牌為抓手，把所有鎮(zhèn)作為一級(jí)執(zhí)行部門納入數(shù)字城管范圍，實(shí)行定點(diǎn)、定路段、定責(zé)任的分片包干責(zé)任制，在全國(guó)率先實(shí)現(xiàn)了一級(jí)指揮全覆蓋。昆山市城管局每周都會(huì)確定一個(gè)重點(diǎn)整治的城市環(huán)境問題，集中力量予以解決，有力地保障了城市環(huán)境面貌整潔美化。同時(shí)，堅(jiān)持把能推向市場(chǎng)的城市公用事業(yè)和基礎(chǔ)設(shè)施全部推向市場(chǎng)，通過出售道路、橋梁、路燈等設(shè)施的冠名權(quán)、廣告位、使用權(quán)等方式，達(dá)到以城養(yǎng)城、以設(shè)施養(yǎng)設(shè)施的目的。比如，正在推行的公共自行車服務(wù)項(xiàng)目，即由企業(yè)投資管理運(yùn)營(yíng)，政府花錢買服務(wù)，極大地方便了市民短途出行;即將建設(shè)的投資120億元的市內(nèi)高架橋項(xiàng)目，政府采用BT模式，由企業(yè)投資建設(shè)，政府根據(jù)回購(gòu)協(xié)議分期支付建設(shè)資金，到期后投資人將高架橋移交政府。
